Bellflower is abuzz this morning: California Superintendent of Public Instruction Tom Torlakson is at Washington Elementary School to commend students and staff on their Gold Ribbon Recognition. But there's another reason for the all-school assembly, which becomes clear when Torlakson introduces Lowell Milken, chairman and co-founder of the Milken Family Foundation, who surprises kindergarten teacher Katherine Shaw with a Milken Educator Award and a check for $25,000!
