Fogarty Elementary School in Providence: Rhode Island Commissioner of Education Dr. Ken Wagner is visiting for a "Spotlight Celebration" to recognize the school's impressive initiatives and transformations. But there's more to his visit, which becomes clear when he introduces Dr. Jane Foley, senior vice president of the Milken Educator Awards.
