Francine Fernandez, now retired, was the complex area superintendent for the Honolulu District Office and a personnel specialist in labor relations for the Hawaii Department of Education. Previously, she was principal at Kailua Elementary School in Kailua, where her innovations included the establishment of a Science Discovery Room, a model parent partnership home reading program, the Kalaheo Complex Performing Arts program, as well as programs in telecommunications and computer literacy. Family Picnic Nights and other parent involvement projects reflected her belief that parental support is an integral part of a child's education. Fernandez was honored by the U.S. Department of Education and the National Association of Elementary School Principals as Hawaii's 1991 Distinguished Principal.
