New Mexico Secretary of Public Education Dr. Arsenio Romero greets Ruben S. Torres Elementary School students and staff. He commends their achievement and dedication to improving attendance. The school has moved up in New Mexico's designations this year. Then, changing directions, he introduces a special guest—someone who has a secret to share.
