Dr. Jane Foley, senior vice president of the Milken Educator Awards, surprises students, staff, and most of all one outstanding educator when she presents fourth-grade math teacher Brian Quinn with Maryland's 2018-19 Milken Educator Award and $25,000. It's a day Quinn will remember forever.
