Lowell Milken discusses his motivation for creating the TAP System and National Institute for Excellence in Teaching: “When I created the TAP initiative, I did so drawing on business principles. I looked at what has for centuries been successful for attracting people to a particular profession. Then I focused on developing them, retaining them, and motivating them to excel.”
