Dr. Gary Stark, CEO of the National Institute for Excellence in Teaching (NIET), talks with Barrera Elementary students before the presentation begins and asks if they know what the assembly is all about. The school has been implementing TAP: The System for Teacher and Student Advancement for three years through its partnership with NIET.
