First-grade teacher Terry Lee Smith focuses on helping each child achieve success at Buckingham Elementary School in Berlin. Mrs. Smith was instrumental in organizing a community site for Project Outreach, an after-school community program designed to increase African-American student achievement at the district's Title I schools. As a result, student test scores on the Comprehensive Test of Basic Skills have risen to levels above the national norm in both reading and mathematics. Mrs. Smith is a board member of several organizations at the county and state levels, including the Worcester Multicultural Task Force and the Stephen Decatur High School Middle States Accreditation Committee. A master teacher, Mrs. Smith trains future classroom teachers at Salisbury University, the University of Maryland Eastern Shore and Wilmington College. She also helps her district develop strategies to recruit minority teachers to the school system.
