Nancy Toupal, Chapter 1 teacher at East Street Elementary School in Trinidad, strives to meet the challenges of a school whose student population is nearly 65% Hispanic and contains many special needs children. She is constantly mobilizing the school, its students and the community to participate in programs that build self-esteem and encourage success. One program she initiated is the Learning Fair, in which students act as peer teachers who tutor each other, their parents and students in other grades. Although she clearly belongs to her Chapter 1 kids, Ms. Toupal is often sought out by other children and their parents who respond to her caring approach.
