Under the leadership of Principal Kenneth Gill, Elkridge Landing Middle School in Elkridge has joined with the University of Maryland, College Park, Professional Development School Center to form the ELMS/UMCP. "This collaboration," says Mr. Gill, "is intended to advance educational practice and theory and to improve the quality of learning for students." One of the key elements of this comprehensive professional-development program is the Inclusive School, a program focusing on early adolescence and a pre-service student-teaching program. Mr. Gill has also been a participant in the development and implementation of MASSI (Motivation, Assessment, Structure, Support and Instruction), a district-wide program designed to promote and support academic excellence among African American students. MASSI, now in its third year, has achieved measurable results in improving the attitudes and academic achievement of the entire student body.
