Gail Cleveland is director of special education and student services for the Great Falls Public Schools in Great Falls. Over the course of her career, Dr. Cleveland has served in a number of leadership positions in many local and state organizations as well as on special commissions and task forces. With a grant she was awarded by the Federal Department of Education, Dr. Cleveland has been a long-standing spokesperson for the concerns of disabled children and has helped shape policy affecting special education. Dr. Cleveland developed and implemented a model program for the integration of services for emotionally disturbed students, including the provision of mental health therapy in the classroom setting. Dr. Cleveland has also been instrumental in guiding her district in its understanding and implementation of the inclusion concept.
