Barbara Evanson, who served as state senator to the North Dakota Legislative Assembly from 1991 to 1993, teaches English and reading communications to seventh- and eighth-graders at Wachter Middle School in Bismarck. In 1983, Mrs. Evanson founded the "Neighbors Network," a community program that tackles problems in the family setting in an effort to improve home conditions for children who are experiencing problems in school. The program, which sends trained volunteers into homes to teach parents problem-solving and parenting skills, was recognized by the United States Department of Health and Human Services in 1984 as one of 25 exemplary grass-roots projects in the country. Serving almost 3,000 people each year, the "Neighbors Network" has been duplicated in other parts of the state and has had a direct impact on the prevention of child abuse and neglect.
