Principal Amber Dortch introduces Dr. Alan L. Vaughan, Chesapeake Public Schools assistant superintendent for human resources and school services, who commends the students and staff on Hugo A. Owens Middle School's achievements and continued growth. Vaughan is also speaking on behalf of Chesapeake Public Schools Superintendent Dr. James T. Roberts, who could not attend because of a crucial state funding presentation but is watching the assembly via FaceTime.
